We are quite confident, because of the moniliform or beadlike antennae, this is Neohermes californicus based on this BugGuide image. BugGuide does not provide a common name, but Charles Hogue, in his awesome book Insects of the Los Angeles Basin, calls this a California Dobsonfly.
